<h2>About the Bounty</h2>Explain how to create a proposal by using a governance protocol. What governance protocol would you use, and what is the proper way to set up quorum, and voting rules? Show us how you would explain these concepts to a crypto native that is knowledgeable of all basic blockchain terminology.
